windows 10 stuck between the need to format a disk to use it and that it is read only

Question

I tried flashing a file onto a removable disk and at the end it needed to be formatted. I did not realize it was read-only. Now it is stuck between the fact that it needs to be formatted before use and that it is read-only and i cannot change that.
