Windows 'Fast Boot' enables a Hibernation-like state where Windows does not actually shut down completely, just hibernates on your internal drive. Please compare Ubuntu to Windows shut down completely by holding down SHIFT when you click on Shut Down. – K7AAY Mar 04 '20 at 00:53

Try installing using CD drive instead of USB. I face same problem everytime when I install Ubuntu with USB. Infact, Ubuntu even run slow. I know it sounds weird and I don't know the reason behind, but it does happen everytime. So, try installing using CD drive.
