Is there some kind of throttling activated in Ubuntu 18.04.2 LTS? I used always the same networking settings.

    Nope. You would know if there is throttling: you would have installed "wondershaper" and configured it yourself ;) Did you see https://askubuntu.com/questions/1029723/slow-wifi-since-updating-to-18-04 and check if you have that issue? – Rinzwind Jun 05 '19 at 12:31
  • Yeah, i know. But wondersharper is not installed. Unfortunatley it is not an issue with wifi, it is a virtual machine. – sebsta Jun 05 '19 at 13:36
