The InteractiveBlockMessage extensions adds a new magic word {{USERBLOCKED}} which, when used in the NS_USER or NS_USER_TALK namespaces, indicates the blocked status of the user (true if blocked, false if not blocked). It will make it possible to create more user-friendly block templates, which change appearance depending on the user's block status.
