This is an experiment of the WMF Multimedia team, looking into whether editing images on-wiki is a feasible and enjoyable option. Cropping, rotating, adding filters, and more could be accomplished without forcing the user to download the image and perform those operations themselves - possibly requiring the purchase of expensive, non-free software.
Also, in the future, this extension may include a parser extension to allow inline embedding of edited images - e.g.
